On 18 November, the thematic forum on Low-Altitude Economy: "Development and Opportunities" was successfully held in Hangzhou. The event was jointly organised by Nanhu Future Science Park, Hangzhou Haoshun Vision Technology Co., Ltd., Zhejiang Liu He Law Firm, Quanyu General Aviation (Hangzhou) Co., Ltd., and the Zhejiang Province Computer Information System Integration Industry Association.
The forum, themed "Prospects for the Low-Altitude Economy, Legal Framework for Low-Altitude Operations, and Promotion of Low-Altitude Application Implementation", brought together more than one hundred guests from government bodies, industry associations, leading enterprises, and academic institutions. Participants engaged in in-depth dialogue on policy direction, legal frameworks, and commercial practices in the low-altitude economy, jointly exploring the future trajectory of this strategically emerging industry.
Attendees from Liu He Law Firm included Chief Partner Zheng Jindu, Founding Partner Zhu Yayuan, Counsel Zhou Dan, and lawyers Hong Jiebo, Chen Zixian, Xu Weiwei, and Yang Binbin, among others.
Founding Partner Zhu Yayuan delivered a thematic presentation on behalf of Liu He, entitled Strategic Planning for Legal Issues Relating to Low-Altitude Economy Enterprises.
Mr. Zhu Yayuan began by recounting that when Liu He Law Firm was established in December 1998, Chief Partner Mr. Zheng Jindu articulated the legal service philosophy of "retain a lawyer even when not in litigation" — a vision that demonstrated the innovative and professional character of legal services at that time. Against this backdrop, following the rollout of the national top-level policy framework for the low-altitude economy, Liu He immediately recognised the immense social value and vast market potential of this sector. The firm believes that the widespread adoption of low-altitude aircraft — particularly large-payload, long-endurance eVTOLs — will transform human production and daily life as profoundly as the steam engine or the automobile, while also generating enormous demand for legal services. To this end, Liu He has dedicated itself to building what it calls a "Legal eVTOL" — a legal service platform for the low-altitude economy that, like an eVTOL, offers large-payload and long-endurance capabilities: on the one hand, delivering more comprehensive and substantive legal services with greater capacity to empower the low-altitude economy; and on the other hand, providing sustained services to accompany low-altitude enterprises on their journey.
In the course of building this Legal eVTOL, Liu He has internally coordinated and integrated its legal service capabilities, drawing upon a professional team of hundreds of lawyers with specialisations across discrete practice areas — including intellectual property, cyber and information law, data law, infrastructure, government legal advisory, taxation, equity investment and financing, capital markets, and international business — to provide holistic legal services to the low-altitude economy. The firm has also established the Low-Altitude Economy Legal Services Research Centre. Externally, Liu He collaborates with ecosystem partners, leveraging a stable client base of over 4,000 enterprises and a wide range of other business resources to empower low-altitude enterprises across multiple dimensions, including application scenarios, research and technology collaboration, business cooperation, regulatory compliance, and government affairs.
With respect to strategic planning for legal issues relating to low-altitude economy enterprises, Mr. Zhu Yayuan addressed key matters including corporate establishment and capital increases, intellectual property, equity incentives, data, equity investment and financing, taxation, and mergers and acquisitions, introducing Liu He's practical experience in delivering legal services in these areas and offering recommendations on how low-altitude enterprises can approach their legal planning.
The creation and development of Liu He's Legal eVTOL will deliver distinctive legal services to the low-altitude economy. Building upon its current client base of dozens of low-altitude enterprises, Liu He will continue to work alongside ecosystem partners in the low-altitude economy, sustain its contribution to this sector, and play its part in driving the continued growth and development of China's low-altitude economy.
